Route 128, Ever Grande City, Victory Road.
Walkthrough
Surf east from Route 128 to Ever Grande City. Climb the waterfall with Waterfall onto the city's shore. There is a Pokémon Center on the shore.
Wally is waiting at the entrance to Victory Road and battles you one last time. His team is much stronger than in Mauville, and his strongest Pokémon is a Gardevoir.
Victory Road has three floors, and getting through them takes Strength, Rock Smash and Surf. The trainers inside are tougher than any on the routes.
The exit brings you out on the upper part of Ever Grande City, in front of the Pokémon League.
