Walkthrough

Surf south from Fuchsia City along Route 19 and west along Route 20. Both are sea routes with about ten trainers each.

The Seafoam Islands sit between Fuchsia and Cinnabar. The lower floors are flooded and the water runs fast; Strength and Surf get you through.

Articuno rests on the bottom floor at level 50. Save before you battle it. Seel and Dewgong also live here.

You can pass through Seafoam on the way to Cinnabar, or come here after the Volcano Badge as this chapter does.
