Level cap
A badge-based level cap exists only as a run modifier, with no obedience rule.
There is no level cap and no obedience check in a normal run. Any Pokémon, traded or not, obeys you at any level, whatever badges you hold. The trainer card's Max Obedience row shows the original game's number for your badges, but nothing in battle reads it.
A cap exists only on characters made with the Level cap by badge run modifier. With it, the cap is the highest level in the party of the next Gym Leader (with eight badges, the Champion's), and it is lifted when you enter the Hall of Fame. Experience stops at the cap and Rare Candies are refused.

Differs from the mainline games
In the mainline games, Pokémon above a level set by your badges may disobey you. pkmn has no disobedience at all; the run modifier caps levels instead.
