Move Tutors
Move Tutors do not teach moves yet; the Move Relearner does.
Not in the game yet
Move Tutors talk to you but teach nothing. When a tutor asks whether to teach a move, the answer is always taken as no and nothing is used up, so the tutor stays available for later.
Tracked as PO-812.This covers the one-time tutors of both regions, such as the Mega Punch and Mega Kick tutors on Kanto's Route 4. The game's data already lists each species' tutor moves, so species pages can show what will be teachable.
What works: the Move Relearner
The Move Relearner in Fallarbor Town works. Give him a Heart Scale and he teaches one move the Pokémon has forgotten or skipped: any level-up move at or below its current level, or a move it was given when it was caught or received. The server checks the move and takes the Heart Scale, so a refused teach costs nothing.
