Where to find each legendary Pokémon, and which ones are not in the game yet.
Each legendary below is a one-time encounter, as in the original games. Catch it or knock it out and it is gone; run away and it stays for another try. Legendaries never hold an item.

Notes
- Kyogre and Groudon appear after you enter the Hall of Fame, through the abnormal weather reported by the Weather Institute, as in Emerald. Once you have dealt with one of them, the Institute's reports send you to the other's cave.
- Roaming legendaries (Latias or Latios in Hoenn) are not in the game.
- Mew, Lugia, Ho-Oh and Deoxys live on event islands that need a Mystery Gift ticket; there is no way to get one.
- On a randomized character, each legendary encounter is replaced by the randomizer's choice.
