Usage
shinybuff [n]<angle brackets> are required, [square brackets] optional, and | separates alternatives. Tab completes the command name, and the arguments where the console knows them.

GM ONLY. It changes how often wild POKéMON are shiny for the rest of the session and is NOT saved, so a relog puts the rate back to 1/8192. n runs 1..256000, and the ceiling is the arithmetic's rather than a taste call: it is the rarest rate the fixed-point odds scale can hold exactly, and past it the command would report a different number than the one typed. Shiny POKéMON caught while it is set are indistinguishable from ones found honestly — shininess is derived from the mon's own numbers and carries no record of the odds that produced it.
