GM ONLY, because it WRITES AND PERSISTS the party, the same reason as the other GM verbs. HP, status and PP go back to full for every POKéMON in it, through the one call the nurse's HealPlayerParty and a whiteout both make, and the party is pushed so the heal survives a relog. It heals your own party only: the client holds no other player's party, so there is nobody else's to heal. Refused during a battle and while one is being opened.
